The two-day international conference features inaugral ceremony, ten technical sessions aimed at knowledge sharing, and a valedictory session. The theme of the conference is, ‘Emerging challenges in Justice Delivery System’.

In his address, Prime Minister Modi emphasized the importance of simplifying legal language and enhancing accessibility to justice for the common man. Highlighting the often-overlooked aspect of language and simplicity in law, he pointed out that there are two ways of presenting laws: one by the language familiar to legal professionals and another by the language understood by the common man. He stressed the importance of making the law accessible and relatable to every citizen so that they feel a sense of ownership over it.

The Prime Minister underscored the critical role that the language of laws plays in making justice accessible to all. He noted that in the past, legal drafting was overly complex, which created barriers for the common man. He expressed the government’s commitment to finding solutions to simplify the language used in laws. He also commended Chief Justice of India (CJI) DY Chandrachud for the initiative to provide operative parts of judgments in a language the litigant can understand.

PM Modi to host bilaterals with Biden, Macron and Sheikh Hasina

While many leaders have requested bilaterals with India, PM Modi as a host is hard-pressed for time and restricted by the travel schedules of the visitors.

Pressed for time and organization of the G-20 summit, Prime Minister Narendra Modi will hold bilateral talks with US President Biden on Friday eve and with French President Emmanuel Macron after the completion of the high-level engagement on Sunday.

It is understood that PM Modi is inclined to host dinner and lunch for his two close friends respectively but the program schedule is dependent on President Biden’s arrival schedule on Friday and the departure of President Macron to Dhaka on Sunday after the completion of the G-20 summit. While President Biden will be offered dinner on Friday but it depends on jet-lag, President Macron is inclined to have lunch with PM Modi on Sunday afternoon along with bilateral talks.

It is learnt that PM Modi will also have plans to hold bilateral talks with Bangladesh Prime Minister Sheikh Hasina as the two haven’t had proper bilateral conversation for some months.

While the Ukraine war and its impact on the global economy will be the political conversation during the G-20 summit, PM Modi’s priority focus will be to use the gathering to focus on the global south and put a priority tag on the 17 sustainable development goals as a 2021 UN report had shown that the global pandemic played havoc with them. The UN report indicated that in addition to four million deaths at the time of the report, between 119-124 million people were pushed into poverty and chronic hunger, and the equivalent of 255 million jobs were lost during the disease which had origins in Wuhan in China.

PM Modi wants the G-20 to focus especially on Africa as it was the worst hit among the global south by the pandemic and it is for that very reason he wants Africa to be given a permanent invite to the G-20 summit. While financial commitments of the developed nations are still awaited for climate change challenges, PM Modi is expected to promote green development understanding and green goals to protect the future from climate-related disasters. In this context, PM Modi will pitch for millets to be the answer for global food security as the grain has the ability to survive in tough climatic conditions and high temperatures.

79% Indians favourable of Modi, 68% feel India getting stronger: Pew survey

According to the report, 79% Indians have a favorable view of Prime Minister Narendra Modi, including 55% who hold a “very favorable” view.

A Pew Research Center study of more than 30,000 people in 24 countries, including India, released on Tuesday found that 46% respondents worldwide had a favorable view of India, while a large majority of Indians surveyed (68%) said India’s global influence is getting stronger.

According to the report, 79% Indians have a favorable view of Prime Minister Narendra Modi, including 55% who hold a “very favorable” view. “…In comparison, a median of 37% in 12 countries, most of which are middle-income, report having confidence in Modi to make the right foreign policy choices,” the report stated.

The report noted: “Opinions of Modi are mixed, with a median of 40% saying they have no confidence in Modi to do the right thing regarding world affairs and a median of 37% saying they have at least some confidence. Substantial minorities in most countries did not share an opinion, and respondents in Europe were not asked about the Indian leader.”

Prime Minister Narendra Modi once again emerged as the world’s ‘most popular’ leader, leaving behind leaders including his United States counterpart Joe Biden. In a survey, released by ‘Morning Consult’ – a global decision intelligence firm which works to map decisions of the modern leaders – PM Modi ranked number one with an approval rating of 76% while Mexican president Andrés Manuel López Obrador grabbed the second spot.

In its last survey, shared by the organisation on March 5, PM Modi had maintained his top position with an approval rating of 78%.

Assam Chief Minister Himanta Biswa Sarma on Friday hit out at Congress leader Rahul Gandhi over his remarks during a lecture at the Cambridge Judge Business School in United Kingdom and said his speech was “a brazen attempt to denigrate our country on foreign soil” in the guise of targeting Prime Minister Narendra Modi.

He also attacked Rahul Gandhi over his remarks that the Congress leader saw terrorists from a distance during Bharat Jodo Yatra and a man who came near him pointed them to him.

Mr Sarma, who made a series of tweets, asked why did Rahul Gandhi not report the incident to security agencies.

“Rahul says in Kashmir militants saw him, but he knew they wouldn’t target him. Why was this not reported to security agencies? Was there some understanding Congress had with these militants to protect Rahul?” he asked.

The BJP leader said Rahul Gandhi described the Pulwama terror attack as a “car bomb that killed 40 soldiers”.

“How dare he insult our jawans? It wasn’t a bomb sir, but a terror attack. No surprises that he refused to name Pakistan behind Pulwama attack. Is this part of the understanding Cong had with militants?” Mr Sarma asked.

China Increasingly Seen as Antagonist in Diplomatic Talks Around the World

When the top diplomats of four major Asia-Pacific nations met here in the Indian capital on Friday to discuss issues in the region, one had a direct message for the behemoth whose shadow loomed over the talk.

China must “act under the international institutions, standards and laws” to avoid conflict, Yoshimasa Hayashi, the foreign minister of Japan, said on a public panel that included his counterparts from the United States, India and Australia.

That request is one that every official on that stage has made on many occasions. Although Russia’s war in Ukraine has dominated diplomatic dialogue around the globe this past year, the dilemma of dealing with an increasingly assertive China is ever-present — and for many nations, a thornier problem than relations with Moscow. They subscribe to the framing that President Biden and his aides have presented: China is the greatest long-term challenge, and the one nation with the power and resources to reshape the American-led order to its advantage.

At the heart of this predicament is the fact that the United States and its allies maintain deep trade ties with China even as their security concerns and ideological friction with the nation’s leader, Xi Jinping, and the Chinese Communist Party escalate.

For President Biden and his aides, that tension came into sharp focus in recent weeks after a Chinese spy balloon began drifting over the continental United States, and when, in their telling, they came across intelligence that China is considering sending weapons to Russia for its war. That prospect has prompted American diplomats and those from allies and partners to deliver warnings to Chinese counterparts, including here in New Delhi.

The anxieties over both China’s and Russia’s increasingly discordant roles on the world stage were perhaps wrapped into a lament on Thursday by Prime Minister Narendra Modi of India that “multilateralism is in crisis today.”

“Global governance has failed in both its mandates” of preventing wars and fostering international cooperation, he said in a video address to a conference of top diplomats from the Group of 20 nations, made up of the world’s major economies, including China and Russia.

The four Asia-Pacific countries represented on the panel one day later at the Raisina Dialogue form the Quad partnership, which was revived in 2017 after many years of dormancy and has gained momentum since, mainly because of shared strategic concerns over China. But in a sign of the delicate balance they are trying to strike in relations with Beijing, the diplomats took pains to stress in their public comments that the Quad is not a security or military organization. Mr. Hayashi was the sole panelist to mention China, and only after being prompted by the panel’s moderator.

Their joint statement, released after private meetings, did not mention China, although many points in it, including the issue of “peace and security in the maritime domain,” are obviously aimed at Chinese policies.

At the earlier Group of 20 conference, the foreign minister of China, Qin Gang, joined the foreign minister of Russia, Sergey V. Lavrov, in playing the role of spoiler.

Together, they opposed two paragraphs in a proposed consensus communiqué, the first of which directly criticized Russia’s war in Ukraine. Even though the leaders of the Group of 20 had approved the same two paragraphs in a consensus document at a meeting last year in Bali, Indonesia, China has dug in with Russia to sabotage both this week’s communiqué and a similar one proposed at a G20 finance ministers’ conference in late February in Bengaluru, India.

The second paragraph in the communiqué that they objected to did not mention Russia or Ukraine. It simply said that all the nations agreed to uphold United Nations principles on international humanitarian law, “including the protection of civilians and infrastructure in armed conflicts” and forbidding “the use or threat of use of nuclear weapons.”

Some diplomats privately expressed surprise that China opposed a reiteration of such basic principles, a move that forced the conference to issue a lower-level chair’s statement. Mr. Qin’s stance seemed to validate concerns that his government was willing to side with Russia in a growing number of diplomatic venues — including at the United Nations Security Council — to undermine policies or actions that the vast majority of nations endorse.

“Russia and China were the only two countries that made clear that they would not sign on to that text,” Antony J. Blinken, the U.S. secretary of state, said pointedly at a news conference on Thursday night. He added that he agreed with Mr. Modi “that there are real challenges to the multilateral system.”

He noted, too, that at the U.N. Security Council, “we have two countries in particular that tend to block the attempted actions of the council to address some of the most urgent global concerns.”

Mr. Blinken has also expressed skepticism over a push by Beijing for peace negotiations in the war in Ukraine, saying Chinese officials are merely creating a smoke screen to buy Russia more time to press its assault.

“Until the exit polls came out there was no question in my mind that most of the people were expecting a very, very close fight, and some were saying anecdotally that Samajwadi Party was ahead,” he said.
