Delhi Excise Policy Scam: ED Attaches Assets Worth Over ₹52 Crore Of Manish Sisodia, Others; Kejriwal Says ‘ED Running Fake News’

As per a statement issued by the ED, the attached assets worth Rs 52.24 crore include immovable properties valued at Rs 7.29 crore.

The Enforcement Directorate (ED) has provisionally seized assets totaling Rs 52.24 crore in connection with the Delhi Liquor Scam case. Among those affected by the attachment are Manish Sisodia, Amandeep Singh Dhall, Rajesh Joshi, Gautam Malhotra, and others.

As per a statement issued by the ED, the attached assets worth Rs 52.24 crore include immovable properties valued at Rs 7.29 crore. These properties consist of two immovable properties belonging to Manish Sisodia and Seema Sisodia, a land/flat owned by Rajesh Joshi and Chariot Productions Media Pvt Ltd., as well as a land/flat associated with Gautam Malhotra.

“The attachment also includes movable assets worth Rs. 44.29 Crore including bank balances of Manish Sisodia (Rs. 11.49 lakhs), Brindco Sales Pvt. Ltd. (Rs. 16.45 Crore) and others. It is the 2nd Provisional Attachment Order issued in this case. The 1st provisional attachment Order issued was issued for attachment of immovable/movable properties worth Rs. 76.54 Crore of Vijay Nair, Sameer Mahandru, Amit Arora, Arun Pillai and others”, the statement read.

According to the statement, the total attachment in the case now stands at Rs 128.78 crore, and the estimated proceeds of crime involved in this case amount to at least Rs 1934 crore. So far, the ED has arrested a total of 12 individuals in relation to this case and has filed five prosecution complaints.

The investigation is currently ongoing, and further inquiries are being conducted.

On March 9, the Enforcement Directorate (ED) arrested former Delhi deputy chief minister Manish Sisodia in connection with the liquor policy case. This arrest followed several hours of questioning at Tihar Jail.

Previously, Sisodia had been arrested by the Central Bureau of Investigation (CBI) as part of its ongoing investigation into alleged irregularities in the formulation and implementation of the excise policy of the National Capital Territory of Delhi (GNCTD).

‘Ward No. 9, Sparsh Kit, Aloo Matar’: Sisodia’s Day 1 in Tihar Jail; Has Dreaded Criminals As Neighbours

Delhi’s former deputy chief minister Manish Sisodia, who is now lodged in Tihar jail, has been kept in a senior citizen’s cell and is under CCTV surveillance. On Monday, a special CBI court sent the 51-year-old AAP leader to judicial custody till March 20 in connection with alleged corruption in formulating and implementing the now-scrapped excise policy for 2021-22.

At present, Sisodia is not sharing the cell with other inmates and is lodged in ward number 9 of Tihar jail number 1 under the strict vigil of CCTV cameras, jail officials told the news agency ANI and added, “He will be sharing his cell with another person in near future. He also has some dreaded criminals as neighbors in the same ward.”

Sisodia, who was arrested by CBI on February 26, had to undergo some medical tests before going to Tihar jail and his reports were “normal”.

Upon reaching the jail, he was given a ‘Sparsh Kit’, consists of toothpaste, soap, toothbrush, and other daily use items.

When asked about Sisodia’s first night in Tihar jail, the official told ANI, “As per schedule, Sisodia was offered chapati, rice and aloo matar for dinner at around 6-7.30 pm.”

As Sisodia is an under trial prisoner, he can wear his personal clothes. As per the prison rules, he was given some extra clothes from jail for the first night. His family is expected to meet him today and can bring his personal clothing and other items, the officials were quoted as saying.

Earlier in the day, the CBI questioned Sisodia’s personal assistant Devender Sharma in connection with the case. Sharma alias Rinku was summoned to the CBI headquarters where he was questioned by officials of the anti-corruption branch since morning, officials said.

Meanwhile, the Enforcement Directorate (ED) also questioned Sisodia at the Tihar jail.

Sisodia, who was in-charge of the excise department, was not mentioned as an accused in the chargesheet filed in the case on November 25 last year. According to officials, the CBI had not named Sisodia in the chargesheet as the central probe agency kept the probe open against him and other suspects and accused.

Delhi court extends CBI custody of Manish Sisodia by two days; bail plea to be heard on March 10

A Delhi court on Saturday extended the Central Bureau of Investigation (CBI) custody of former Delhi Deputy Chief Minister Manish Sisodia by two more days in the alleged Delhi excise policy case.

Special CBI judge MK Nagpal, however, directed the investigating agency not to ask the same questions to Sisodia.

“Please don’t ask same questions again and again. If you have something new ask him,” the Court said.

This was after Sisodia told the Court that CBI was causing him mental harassment by asking the same questions over and over again.

“They are not using third degree. But sitting for eight to nine hours and answering same questions again and again, that too, is mental harassment,” Sisodia said.

The Court then told the CBI officers not to ask repetitive questions to Sisodia and to conduct his medical examination regularly.

On Friday, Sisodia had also filed for bail before the Rouse Avenue Court.

The bail plea will be heard by the Court on March 10.

A Delhi court had, on February 27, remanded Sisodia to CBI custody till today in the case after he was arrested on February 26 in connection with the 2021 Excise policy.

The Supreme Court had also refused to grant him relief, saying Sisodia has alternative remedies.

Sisodia was arrested by the CBI after an interrogation that lasted nearly eight hours.

The CBI has alleged that Sisodia and other members of the Aam Aadmi Party (AAP) granted liquor licenses to certain traders in exchange for bribes.

It has been alleged that the policy was tweaked in a manner that benefited certain traders and kickbacks were received in exchange for the same.

The Enforcement Directorate (ED) and CBI registered cases in relation to the alleged scam after Delhi Lieutenant Governor (LG) VK Saxena recommended a CBI probe based on a report by the Delhi Chief Secretary. The report claimed that the Deputy Chief Minister violated statutory provisions and notified a policy that had significant financial implications.

Although Sisodia was not named in the CBI’s chargesheet, the probe remained open against him and some others.

The AAP has denied the allegations and maintained that Sisodia is innocent.

It is Sisodia’s stance that the policy and the changes made in it were approved by the LG and that CBI is now going after the policy decisions of an elected government.

The matter had travelled to Supreme Court as well when Sisodia challenged his arrest. However, the apex court refused to entertain his plea and asked him to approach the Delhi High Court first.

Manish Sisodia presents Rs 75,800-crore ‘Rozgar Budget’ for Delhi

The minister stated that his government intends to create 20 lakh jobs in the city over the next five years under the ‘Rozgar (employment) budget.’

Delhi Deputy Chief Minister Manish Sisodia, on March 26, presented a Rs 75,800-crore Budget in the Assembly for the financial year 2022-23.

“Delhi’s economy is recovering gradually from the impact of COVID-19. The Budget allocation for 2022-23 is Rs 75,800 crore,” Sisodia said in his Budget speech in the Assembly.

Manish Sisodia stressed the 2022-23 Budget is a “Rozgar (employment) Budget”.

“We have a target of expanding the working population in Delhi by creating 20 lakh jobs in the retail sector, food and beverage, logistics, travel and tourism, real estate and green energy,” Sisodia said.

Manish Sisdia said while about Rs 4,500 crore will be required to create 20 lakh new jobs during the next 5 years, he proposed an outlay of Rs 800 crore during the financial year 2022-23.

“We plan to redevelop & transform these iconic markets of Delhi into attractive tourist destinations. For this, we propose 100 crores in the budget. At least 1.5 lakh new job opportunities will be created in next 5 years from within just 5 markets,” said Sisodia.

Sisodia further said, “Shopping festivals will increase the number of tourists by about 4L, which will benefit hotels, restaurants, tourism and other businesses in a big way and overall will have a favorable impact on the lives of 12 lakh people employed in these sectors.”

He also said, “On the lines of Delhi Shopping Festival, another festival is proposed in this budget to increase the business of Delhi’s markets – Delhi Wholesale Shopping Festival.”

For the Delhi Shopping Festival of Delhi Wholesale Shopping Festival, Sisodia proposed Rs 250 crore in this budget.
