Cauvery Dispute: Protests Intensify in Tamil Nadu, Karnataka, All About Water Sharing & Legal Battles

Protests over the Cauvery water dispute intensified in Tamil Nadu on Sunday, with farmers in Trichy demanding the release of river water into their state while pro-Kannada outfits as well as farmers in Karnataka’s Mandya also continued to agitate.

The DMK said Tamil Nadu chief minister MK Stalin is doing everything possible to handle the issue diplomatically even though the Karnataka government’s argument is that it does not have enough water to send to its neighbouring state.

“…Though their (Karnataka) argument is that there is a lack of water in Cauvery, at the same time Tamil Nadu is suffering as the delta farmers are totally dependent on agriculture… Tamil Nadu government is trying through legal process and, in all possible manner, seeking the support of the union government and jal shakti minister as well as coordinating through all possible sources to settle this issue amicably… our CM is very diplomatically handling this issue and we are hopeful that Tamil Nadu will get its due,” said DMK MP Tiruchi Siva.

Here is all you need to know about the latest developments:

  1. The protests have intensified in Tamil Nadu and Karnataka as farmers in both states continued their agitation. Pro-Kannada outfits are also protesting over the Cauvery water sharing dispute alongside farmers. In fact, in Karnataka, farmers and organisations observing the ‘Mandya bandh’ have given a call for shutdown.
  2. These pro-Kannada organisations have called for ‘Bengaluru Bandh’ on September 26. They appealed to schools, colleges, shopkeepers, owners of commercial establishments, factories, companies and transporters to support their call.
  3. Reacting to the bandh call, Karnataka deputy CM DK Shivakumar said, “The state government is committed to protecting the interest of the state. Yet, the opposition parties are giving a political dimension to the Cauvery issue.” He said the state government has made a representation to the Cauvery Water Management Authority (CWMA) with regard to the release of water to Tamil Nadu.
  4. The Karnataka government has said it will take all necessary steps to protect the interest of the people of the state and its farmers, by ensuring water for both crops and drinking water. “We have protected the interest of the farmers and people of the state and will continue to do so. Let those who want to do politics on the issue continue to do so,” Shivakumar said.
  5. Amid protests in different parts of Karnataka and a call for a bandh, police have tightened security across the state. The protests erupted after the Supreme Court refused to interfere with orders of the CWMA and the Cauvery Water Regulation Committee (CWRC) directing the state to release 5,000 cusecs of water to neighbouring Tamil Nadu. There are protests in the Cauvery river basin districts of Mysuru, Mandya, Chamarajanagara, Ramanagara, Bengaluru and other parts of the state urging the state not to release water to Tamil Nadu. The agitation has spread to districts like Chitradurga, Ballari, Davangere, Koppal and Vijayapura.

WHAT IS THE CONGRESS-LED KARNATAKA GOVERNMENT’S SOLUTION?

The Karnataka government has pitched the Mekedatu balancing reservoir project as a solution to settle the Cauvery river water dispute between both states. It has also indicated that the state will initiate the process towards realising the project.

Shivakumar said: “Already, 3,000 to 3,500 cusecs of water is flowing to Tamil Nadu as it is, and along with this we will also try to protect the interest of the farmers and drinking water requirements, this is our firm commitment.”

He said the state water resources minister did not specify whether Karnataka will comply with the CWMA’s order or not. Asked if Karnataka was open to talks with Tamil Nadu, he said, “Not now… let’s see after the 15-day period is over. We have requested the Centre to intervene and hold talks between both states.”

As of now 3,000 to 3,500 cusecs water is flowing to Tamil Nadu, and inflow is around 8,000 cusecs. The Mekedatu balancing reservoir project came up during the proceedings in the SC as well. But Tamil Nadu, in the past, has orally said it should not be taken up while the previous state government had filed an affidavit regarding the project. Despite Rs 1,000 crore set aside for the project, work could not be taken up.

WHAT HAS THE SUPREME COURT AND CWMA SAID?

The CWMA on September 18 asked Karnataka to continue releasing 5,000 cusecs of water to Tamil Nadu for another 15 days, after the CWRC made such a recommendation last week.

The SC, meanwhile, has rejected applications of both states. The court refused to interfere with orders of the CWMA and CWRC directing Karnataka to release 5,000 cusecs of water to Tamil Nadu, following which protests erupted in different parts of the state.

WHAT IS KARNATAKA’S POSITION ON WATER SHARING?

Karnataka has maintained that it is not in a position to release water, taking into account its own requirement for drinking water and irrigation of standing crops in the Cauvery basin areas. There has been water scarcity due to deficit monsoon rains.

Karnataka had approached the apex court seeking a direction to the CWMA to reconsider its order to release 5,000 cusecs to Tamil Nadu. Before the top court pronounced its order, chief minister Siddaramaiah and Shivakumar called on union jal shakti minister Gajendra Singh Shekhawat in Delhi and told him of the state’s inability to comply with the CWMA’s order.

WHY ARE FARMERS IN BOTH STATES PROTESTING?

Protests erupted following the SC ruling, with incensed farmers and pro-Kannada outfits in different parts of the state demanding that the state should defy the court order on water release. Mysuru, Mandya, Bengaluru and Chamarajanagara witnessed protests. The protesting farmers tried to block the highway in Chamarajanagara.

The Tamil Nadu government, meanwhile, ruled out any scope for parleys as sought by Karnataka, with state water resources minister Duraimurugan indicating that they will not compromise on its due share.

“There’s no scope for talks on the Cauvery issue, as parleys over the years did not yield any results,” Duraimurugan said. Farmers in the neighbouring state are also protesting over the water sharing dispute.

The Cauvery Water Regulation Committee (CWRC) Tuesday asked the Karnataka government to release another 5,000 cusecs of water to Tamil Nadu for the next 15 days. The CWRC passed the order in a virtual hearing after considering the submissions from both Karnataka and Tamil Nadu governments, reported ANI.

Earlier, the Karnataka government had appealed that it doesn’t even have enough drinking water to release from the basin.

According to the state government, the water level in the Krishna Raja Sagara (KRS) reservoir is depleting quickly and there will be a scarcity of drinking water in the days to come.

Taking note of the severity of the drought in the Cauvery basin of Karnataka, which has been increasing and enlarging putting at a greater risk even the drinking water needs and minimum needs of irrigation, the Karnataka government had made submissions that it was not in position to release water for Tamil Nadu unless the inflows in the reservoirs improves.

In response, the neighbouring Tamil Nadu government had urged the Siddaramaiah government in Karnataka for releasing 12,500 cusecs of water (which is inclusive of backlog of 6,500 cusecs) for next 15 days.

Dengue Outbreak Threatens Karnataka, Uttarakhand; More than 50% States’ Cases Reported in Bengaluru, Dehradun

While September’s reinvigorated rains might’ve brought a break from the unusual heat that had settled in over the country, it also brought with itself a new wave of dengue over Uttarakhand and Karnataka, with the states scurrying to manage the mosquito-borne disease.

According to sources, Uttarakhand has recorded over 1,130 instances of the viral illness, claiming 15 lives in the Himalayan state so far. Dehradun accounts for a large share of these new cases, amounting to over 655 infections in the capital city alone.

The situation is even more dire in Karnataka, where Chief Minister Siddaramaiah revealed that the state has been grappling with 7,000 dengue cases over the past few days. Over 4,000 of these patients hail from Bengaluru.

Both state departments have begun immediate action to curb the further spread of the disease, including spraying medicines and cleaning areas with resting water.

Karnataka Farmers On All-Night Protest Over Cauvery Water

Deputy Chief Minister DK Shivakumar has planned to travel to Delhi today to discuss the Cauvery water issue.

A group of farmers in Karnataka are holding a night-long candle-light vigil to protest against orders to release of Cauvery waters to Tamil Nadu. The protest in Mandya — near Srirangapatna — started this morning. Their objection is to the Cauvery Water Regulation Committee’s recommendation that Karnataka release 5000 cusecs of water to Tamil Nadu for the 15 days. Independent MLA Darshan Puttanaiah, who is backed by the Congress, has joined the protest.

Tamil Nadu has gone to the Supreme Court, which will hear the state’s plea to direct Karnataka to release the water.

Karnataka has filed an affidavit claiming that the Tribunal’s order was based on the assumption that it was a normal monsoon in the state, which it was not.

Chief Minister Siddaramaiah has said that the state cannot afford to release water, since it will empty the reservoirs and cause drinking water scarcity.

No more moral policing in Karnataka, CM Siddaramaiah tells police top brass in first meeting

Deputy CM D K Shivakumar accused the police top brass of allowing saffronisation of the unit in certain parts of the state.

Karnataka Chief Minister Siddaramaiah and Deputy Chief Minister D K Shivakumar came down heavily on the top brass of the state police during a meeting with senior police officials in Bengaluru Tuesday.

“There will be no moral policing anymore. We will put an end to this,” Siddaramaiah said after the meeting. “The police must not look at crimes through the prism of this religion or that religion. All people must be viewed equally and must be given equal protection,” the chief minister added.

“What we have told the police is that we need to have a people-friendly administration. The police have to be people friendly and, secondly, they must behave in a courteous manner with people who come to the police station,” he said.

The chief minister also said the responsibility for checking illegal activities will also vest on respective deputy commissioners and not just police inspectors.

“If there is a crime in any police station limits then it is the responsibility of not just the local inspector but also the deputy commissioner of police in the range. Whatever illegal activities occur in a region whether it is rowdyism, gambling… and other illegal activities, the officers will also be held responsible,” the Karnataka CM said.

Siddaramaiah also asked police officers to focus on easing traffic problems in Bengaluru and to control cybercrimes in the state.

He reportedly told officials to take action against social media posts that try to disturb communal harmony and are provocative in nature. “We will encourage those who work well and we will take action without hesitation against dereliction of duty,” he warned.

Deputy CM D K Shivakumar accused the police top brass of allowing saffronisation of the unit in certain parts of the state and failing to take action even when a BJP minister gave a call to “finish off” Siddaramaiah just like Tipu Sultan.

“There will be no room for the saffronisation of the police department in our regime. There have been instances in Mangaluru, Vijayapura, and Bagalkot, where policemen have posed in saffron attire and insulted the police department. If you have respect for the country, you must wear the national flag,” Shivakumar said at the meeting.

“If an ADGP is involved in the manipulation of answer scripts in the police sub-inspector recruitment exam, then one can see the depths to which the police department has fallen. The Karnataka Police have a standing in the country and if that has fallen then it is the police department itself that is responsible,” Shivakumar is reported to have said.

Campaigning ends today for polls after big guns dazzle Karnataka

Campaigning for the May 10 Assembly polls ends on Monday after the major players — the BJP, Congress and the JD(S) — swamped the voters with a series of high-voltage rallies and roadshows.

The stakes are high as Karnataka polls will also set the tone for the 2024 general elections.

Arch-rivals BJP and Congress deployed their top guns for statewide campaigns, with both of them seeking a clear majority.

Prime Minister Narendra Modi ended his Karnataka campaign on Sunday after having addressed 18 public rallies and six road shows, which underscored the saffron party’s dependence on its star attraction to woo voters.

Modi’s slogan was Ee baariya nirdhara, bahumatada BJP sarkara (The decision this time, majority BJP government).

Union Home Minister Amit Shah, Uttar Pradesh Chief Minister Yogi Adityanath, BJP national president JP Nadda, Union ministers and other national leaders also campaigned in Karnataka.

The BJP’s campaign has largely revolved around the ‘double-engine’ government, development, reservation and national security.

The Congress had its president Mallikarjun Kharge, Rahul Gandhi and Priyanka Gandhi address 80 public meetings, road shows and interactions with specific groups in the run-up to the polls.

Kharge led by example by holding the largest number of 31 public meetings. Rahul, who campaigned for 10 days, crisscrossed the state attending 20 public meetings and one roadshow till Sunday evening while Priyanka held 25 public meetings.

Even Sonia Gandhi, who has kept away from election campaigns since 2019 owing to health reasons, addressed a rally in Karnataka.

New Delhi: After Karnataka opposition leader Siddaramaiah appealed to the Union government to rescue 31 members of a tribal community who are in Sudan, Indian external affairs minister S. Jaishankar urged him to not politicise the situation, which he said was “very complicated”.

Earlier in the day, former chief minister and Congress leader Siddharamiah tagged PM Narendra Modi, BJP leader Basavaraj Bommai and the Union home and external affairs ministries in a tweet that a group of Kannadigas from the semi-nomadic Hakki Pakki tribe were marooned in Sudan.

“It is reported that 31 people from Karnataka belonging to Hakki Pikki tribe, are stranded in Sudan which is troubled by civil war. Hakki Pikkis in Sudan are left stranded without food since the last few days & the govt is yet to initiate action to bring them back. @BJP4India govt should immediately open diplomatic discussions & reach out to international agencies to ensure the well-being of Hakki Pikkis,” the Congress veteran posted in a tweet thread.

With state assembly polls around three weeks away, the Congress leader was clearly hoping to corner the state ruling party through his appeal.

Several hours later, Indian external affairs minister S. Jaishankar replied to Siddharamiah that it was “grossly irresponsible of you to politicise this situation”. “No electoral goal justifies endangering Indians abroad,” he said.

Jaishankar noted that due to the “fierce fighting” in Khartoum, their movement was limited. “Plans regarding them have to take into account a very complicated security scenario”.

Stating that “lives were at stake”, Jaishankar wrote that he was “simply appalled” at Siddaramaiah’s tweet.

“Since the fighting started on April 14th, the Embassy of India in Khartoum has been continuously in touch with most Indian Nationals and PIOs in Sudan. Their details and locations cannot be made public for security reasons,” he wrote.

As Nandini vs Amul row heats up in Karnataka, electoral blowback concerns BJP

With Assembly elections due within a month, the political row over the entry of Amul, the Gujarat state milk cooperative brand, in the Karnataka market has political implications for the ruling BJP as it stands to alienate a crucial electoral vote bank. The Opposition has alleged Amul’s entry, backed by the BJP, would pose a threat to the Karnataka Milk Federation (KMF) brand “Nandini” that is closely tied to the identity of Kannadigas.

As the row intensified on Sunday, following Congress leader and former Chief Minister Siddaramaiah’s allegation that the Basavaraj Bommai-led government for destroying the “state’s pride”, the state government got into damage-control mode. Minister for Cooperatives ST Somashekar said there was no proposal to merge KMF and Amul and hit out at the Congress and the Janata Dal (Secular) for turning the entry of Amul “into a political issue ahead of elections”.

“The production of milk during summer is relatively less and it is usual. There are 15 milk unions in Karnataka and all are making profits. Amul is selling milk online for Rs 57 per litre but Nandini milk costs only Rs 39 per litre. We send Nandini products to other states, including Tamil Nadu. We want to develop Nandini products like how Gujarat did it for Amul,” he said.

State Higher Education Minister C N Ashwath Narayan also dismissed rumours about KMF’s merger with Amul or its dissolution, saying, “KMF’s turnover is around Rs 20,000 crore to Rs 22,000 crore and without the cooperative department any merger is impossible.”

The seeds of the row were laid in December when Union Home Minister Amit Shah said at a rally in Mandya, “Together, Amul and Nandini will help set up primary dairies in every village of Karnataka within three years.” It gathered pace on Wednesday after Amul announced last week it would begin delivering milk and curd in Bengaluru.

To date, no government in the state has tried to dictate terms to the KMF, given its massive network that comprises 22,000 villages, 24 lakh milk producers, and 14,000 cooperative societies that procure approximately 84 lakh kg of milk every day. A majority of milk producers are from old Mysuru regions such as Mandya, Mysuru, Ramanagara and Kolar, and the central Karnataka district of Davangere, making them an important electoral constituency since they are spread across 120-130 Assembly seats.

While old Mysuru is a Vokkaliga belt where the Janata Dal (Secular) and the Congress hold sway, central Karnataka is part of the Lingayat belt. The Lingayats, who are electorally dominant, are the BJP’s biggest support base in the state. This explains why the ruling party has been actively trying to counter the Opposition on the issue since any move that may cause consternation among the ruling party’s support base and feed into fears of the supporters of the Opposition parties is likely going to backfire just weeks ahead of polls.

Karnataka Election Dates To Be Announced By Poll Body At 11.30 am

The BJP has set a target of winning at least 150 of the total 224 seats in the Assembly that will go for polls in May. Meanwhile, the Congress and the JD(S) have announced their first lists of 124 and 93 candidates respectively.

In what could be a key poll issue in the state, the Basavaraj Bommai-led Karnataka government last week announced two new categories for reservation in jobs and education. Chief Minister Bommai also scrapped the 4 per cent quota reserved for Other Backward Classed (OBC) Muslims. The 4 per cent reservation will now be distributed among the Vokkaliga and Lingayat communities equally.

Chief Minister Bommai on Tuesday accused Karnataka Congress chief DK Shivakumar of luring BJP MLAs by offering them tickets to constituencies where the Congress is yet to announce its candidates for the upcoming polls.

“KPCC President D K Shivakumar since the last two to three days has been making phone calls to our MLAs in 100 constituencies where they are yet to announce tickets. He is stating that if you (BJP MLAs) come (to Congress) we will give you the ticket,” Mr Bommai said, as quoted by news agency PTI.

Bengaluru: Suspicions of breach in Prime Minister Narendra Modi’s security were raised on Saturday after a man was seen running towards the PM’s convoy when it was through Karnataka’s Davangere yesterday. However, the Karnataka Police clarified shortly after the inicident that there was no breach in Prime Minister Narendra Modi’s security.
A video showed a man running towards PM Modi’s motorcade during an election road show but he was intercepted by the police before he could reach the convoy. This was the second attempted security breach after a similar incident in the BJP-ruled state’s Hubballi district.

Senior police officer Alok Kumar on seeing the man try to breach the barricade ran towards him and intercepted him. A Special Protection Group (SPG) commando also ran after him.

Alok Kumar denied the reports of security breach and termed it an unsuccessful attempt. He tweeted, “As being reported in a section of media, there was no breach in security as such of Hon’ble PM at Davangere today. It was an unsuccessful attempt He was caught immediately by myself and SPG at a safe distance Appropriate action is being taken in this regard.”

The Union health ministry has launched a Central Bureau of Investigation (CBI) inquiry into allegations of corruption and financial irregularities at the regional branches of the Red Cross Society in four Indian states and a Union Territory. The complaints were brought to the ministry’s attention, prompting investigations into the Red Cross branches in Tamil Nadu, Kerala, Assam, Karnataka, and the Andaman and Nicobar Islands, reported news agency PTI.

The governor of Tamil Nadu requested approval from the national headquarters (NHQ) of the Red Cross Society in Delhi in July 2020 for an investigation into serious allegations against the state branch. However, the accused chairman and other officebearers of the Tamil Nadu branch obtained a stay from the high court in Chennai, which stood vacated in June 2022. The chairman has since resigned and the matter is now with the CBI. The state managing committee has been dissolved and replaced with an ad-hoc committee.

In Kerala, the NHQ recommended dissolution of the managing committee after a case of misappropriation of funds in 2019 allegedly involving the chairman and vice-chairman. An interim committee under a high court judge was appointed, and a new managing committee has since taken over.

The general secretary of the Andaman and Nicobar Islands branch was removed from their position after holding it for an extended period without proper elections, following a complaint that was referred to the lieutenant governor of the Union Territory.

India records first two H3N2 flu deaths in Haryana, Karnataka

The Union health ministry on Friday advised states to be on alert after two H3N2 deaths were reported from Haryana and Karnataka. There are four types of influenza viruses: A, B, C, and D. Influenza A and B viruses cause seasonal epidemics of disease in people almost every year in January to March and the post-monsoon season in India.

Influenza viruses are usually considered to be self-limiting and benign. “But this year, patients suffering from the infection are reporting prolonged cough, persistent fever and other complications. Hospitalisation has also gone up, necessitating increased vigilance,” said Dr G C Khilnani, chairman of PSRI Institute of Pulmonary, Critical Care and Sleep Medicine.

One of the reasons behind the increased virulence of the seasonal flu is the predominance of H3N2, a subtype of Influenza A virus, which causes more hospitalisations than the other subtypes, senior officials in the health ministry said.

According to the ministry, the ICMR network of laboratories has been monitoring human influenza virus in patients suffering from Severe Acute Respiratory Illness (SARI) and Influenza Like Illness (ILI) regularly. The trends observed from the beginning of this year, January 2 to March 5, clearly suggest pre-dominance of H3N2 which accounts for nearly 79% of all the influenza viruses found in samples taken from persons suffering from SARI or ILI.
