In a first since 2009, Congress mulls district presidents’ conference, aims to decentralise decision-making

New Delhi: After almost 15 years, the Congress is planning to hold a national conference of its district presidents in the capital city soon, ahead of the anticipated organisational and structural changes in the party.

Sources said the conference is a part of the Congress national leadership’s plan to empower District Congress Committees, known as DCCs in party vocabulary, and make it the “real hub” of party activities. The conference of DCC presidents is seen as a first step to decentralise the decision-making structure in the party, they said.

The plan was to hold the conference—that last took place in 2009 ahead of Lok Sabha elections which Block Presidents had also attended—before the AICC Session in Ahmedabad on April 8 and 9. However, the paucity of time as well as the pending reshuffle in various districts appeared to have prompted a rethink on the schedule.

A senior leader said the last such conference of district and block presidents had yielded good results as it motivated the grassroots-level leaders to ensure that the UPA returned to power.

The meetings of the Congress Working Committee in Belagavi and General Secretaries and state in-charges had resolved to strengthen district units and make it the prominent unit in the organisational structure like in the 1950s and 1960s.
